Harbin Engineering provided permitting assistance to add a Depackager and an anaerobic digester to a materials recovery facility. Harbin Engineering surveyed the site to see the operations, the proposed locations of the Depackager and the digester, and the fuel preparation area. Following the site visit, Harbin engineering prepared a minor modification for the Depackager and a major modification for the anaerobic digester. The minor modification required updating the design and operation plans to include an operational narrative and associated figures for Depackager. The major modification required a permit modification application and updating the design and operation plans to include an operational narrative for the digester, associated figures, a process flow diagram, and an updated MRF operational narrative. The modifications were approved by the EPD, and Harbin Engineering worked with the local county government to certify the major modification was in compliance with all zoning and ordinance laws and the storm water pollution prevention plan. The materials recovery facility was granted its solid waste handling permit for the anaerobic digester in August of 2025.
This project demonstrates our knowledge, understanding and expertise of material recovery facilities and our willingness to utilize these abilities to permit new activities and technologies at material recovery facilities for benefit to the client.
