

Harbin Engineering was retained by the City of Barnesville to serve as the design engineer and project observation consultant for the Barnesville Landfill Reclamation Project. The City of Barnesville elected to remove, through mining, all waste from the closed City of Barnesville–Goggins Road Municipal Solid Waste Landfill to eliminate it as a source of groundwater contamination and to reclaim the property for future use or sale.
Harbin Engineering prepared a Preliminary Characterization of the Waste Footprint and Types of Waste. Harbin Engineering used the findings from this pilot study to develop the Waste Excavation and Remediation Plan. In addition, Harbin Engineering assisted the City in obtaining a land disturbance permit, a NPDES construction stormwater permit (GAR100001), and prepared the erosion, sedimentation, and pollution control plan.
With plans approved by the Georgia EPD, the City of Barnesville performed the waste excavation and site remediation. Harbin Engineering provided periodic project observation throughout excavation and remediation, including verification of horizontal and vertical excavation limits, soil sampling, and confirmation of final cover depth. Upon project completion, Harbin Engineering prepared the Final Certification Report documenting that the project was completed in general compliance with the approved Waste Excavation & Reclamation Plan, Georgia’s Rules for Solid Waste Management, and the facility’s solid waste handling permit, and that all waste had been removed within the designated limits of excavation.
The projects completed for the City of Barnesville demonstrate our knowledge, understanding, and expertise of waste excavation, remediation, and closure of solid waste landfill facilities.
