Harbin Engineering provided emergency response and remediation to a series of leachate spill events at the Newton County MSWL between October and December 2015. Each incident required rapid containment, communication with the EPD and EPA, and sampling and laboratory analysis. Remediation efforts included the plugging of outfall structures, dewatering affected detention basins, excavating and replacing the contaminated soil, and restoring erosion, sedimentation and pollution control best management practices. Harbin Engineering also recommended and facilitated the installation of a leachate and landfill-gas extraction system, which qualified for FEMA reimbursement as a hazard mitigation measure.
Across the three events, Harbin Engineering managed the containment of leachate over flows, addressed leachate pumping stations, and prevented leachate migration into downstream structures by implementing emergency response structural controls. Following soil excavation and basin restoration, laboratory testing concluded that contaminant concentrations in the underlying soil were below regulated limits. The EPD gave approval for Basin 2 reactivation in June 2016 and Basin 1 in September 2016.
