Cell 8A Construction at Newton County Lower River Road Landfill

Harbin Engineering prepared the construction plans and provided construction administration for the Phase 8A landfill cell at the Newton County Lower River Road Landfill. A minor modification was developed to shift the sequence of fill from Phase 4 to Phase 8A, allowing the new cell to be located adjacent to then-active Phase 3, to make more efficient use of the waste footprint and utilize existing roadways, leachate and stormwater systems, and monitoring infrastructure. The modification to the sequence of fill also improved landfill-gas ventilation from Site 1 MSWL, provided closer access for waste disposal, and increased waste capacity per acre. 

 

Harbin Engineering provided permitting assistance for this project preparing a hydrology report, design calculations, and an erosion, sedimentation, and pollution control plan for the land-disturbance permit. Maintaining correspondence with GEFA and the EPD, Harbin Engineering secured appropriate funding and approval for the modification. Construction began in June of 2021 and concluded in May of 2023. Additional minor modifications pertaining to confining pressure, pipe adjustments, pond structures, and liner penetration assembly were approved by the EPD and administered by Harbin Engineering during this time frame with authorization for waste acceptance commencing in June 2023.

 

This project for the Newton County Solid Waste Management Authority at the Newton County MSWL demonstrates our knowledge, understanding and expertise in the design, permitting and construction administration of Subtitle D landfill facilities.
