Harbin Engineering provided permitting assistance to a solar panel materials recovery facility in its effort to obtain a solid waste handling permit which would authorize the facility to process thin‑film solar panels containing components requiring landfill disposal. As part of this effort, Harbin Engineering conducted site visits, prepared a site acceptability report, and updated the design and operation plan, maintaining correspondence with the EPD throughout the permitting process. EPD approval is currently pending from the recent submission of the design and operation plan.
