


Harbin Engineering prepared the construction plans and specifications and performed the construction engineering for the installation of three sewage pump stations and the associated gravity sewers and forcemains to serve the Rabun County Multi-Purpose Arena, Detention Center and Transfer Station. The pump stations at the Multi-Purpose Arena and the Transfer Station are small simplex submersible stations with 2-inch forcemains, while the Detention Center pump station is a duplex submersible pump station with approximately 4,550 feet of 4-inch forcemain. Harbin Engineering worked with the Georgia Environmental Protection Division to obtain the approval of using the 4-inch forcemain from the Detention Center as a combined forcemain for the sewage from the Detention Center and the Transfer Station to reduce the cost of the project by installing only one pipe. Harbin Engineering also performed value engineering on the project by examining various SCADA alternatives to reduce the construction cost. The large elevation change along the forcemain route with minimal road right-of-way adjacent to National Forest land provided a challenge for soil, erosion, and sedimentation control, but was successfully accomplished through the application of erosion control matting and correctly spaced check dams.
