Harbin Engineering assisted the Newton County Solid Waste Management Authority on their Site 1 Waste Excavation Project beginning in 2018, providing plan modifications, environmental sampling, and water‑quality monitoring to address groundwater and surface water compliance issues at the unlined landfill. The excavated waste and soil was seperated using deck screens reducing disposal volume, extending landfill life, and allowing recovered soils to be reused as daily cover. Harbin updated the site's waste excavation plan and worked with the Solid Waste Manager to develop an approvable sampling plan for the EPD. Environmental monitoring included air, odor, soil, and water sampling. Air particulates were kept below 0.1 fibers/cc and odors were generally contained onsite. Recovered soils were tested for the organic and inorganic constituents found in the contaminated groundwater with results meeting criteria for safe reuse. Groundwater from Site 1 was routed through an underdrain to an onsite stream and sampled monthly, with a pumping station installed to address possible contamination. Harbin Engineering also prepared the site’s erosion, sedimentation, and pollution control plan under the NPDES Industrial Activities Permit (GAR050000). Construction administration concluded in February 2026.
Harbin Engineering found success in their aid to the Authority through the completion of the EPD-approved waste excavation leading to the effective removal of the source of groundwater contamination and the further protection of human health and the environment.
