

Following a leachate spill at Phases 1 and 2 of the Newton County Lower River Road Landfill and a presidential declaration of emergency, Harbin Engineering prepared a corrective action plan addressing landfill‑slope repair and mitigation. FEMA funded the hazard‑mitigation project, which included installing ClosureTurf, an engineered final cover system designed to prevent erosion, improve slope stability, and reduce long‑term maintenance. Harbin Engineering completed a permit modification to adjust the fill sequence, allowing additional waste to be placed in Phase 1 and 2 stormwater terraces to establish a uniform slope for cover installation. After conducting a closure survey, our firm prepared construction and bidding documents, a permit modification for the alternate cover system and an erosion, sedimentation, and pollution control plan. Harbin Engineering provided contract and construction administration through project completion.
